  1. Brown the sausage in a non-stick pan over medium heat.
  2. Add the diced green bell pepper, red bell pepper, and chopped onion to the pan with the sausage. Cook for several minutes until the peppers are softened.
  3. In a separate bowl, whisk together the eggs, milk, salt, and pepper.
  4. Grease a 9x13 inch baking dish.
  5. Spread half of the hash browns on the bottom of the baking dish.
  6. Top the hash browns with the sausage and pepper mixture.
  7. Sprinkle half of the shredded cheese over the sausage mixture.
  8. Repeat with the remaining hash browns and cheese.
  9. Pour the egg mixture evenly over the top of the casserole.
  10. Use a fork to gently push down any ingredients that are sticking out of the egg mixture.
  11. Cover the casserole with plastic wrap and place it in the refrigerator overnight.
  12. The next morning, remove the plastic wrap and let the casserole sit out for 20-30 minutes before baking.
  13. Bake at 350°F (175°C) for 40 minutes, or until the eggs are set and the top is golden brown.
  14. Cover with foil for the last 10 minutes of baking if the top is browning too quickly.
  15. Let the casserole sit for a few minutes before serving.
