  1. Set Instant Pot to sauté mode, add oil, and brown chicken thighs for 3-5 minutes.
  2. Scrape the bottom of the pot and add 1 cup of water.
  3. Add sliced ginger, carrots, garlic (if using), and any other vegetables.
  4. Simmer for a few more minutes.
  5. Add 1 cup of jasmine rice and 5 cups of water. Stir.
  6. Close the lid and set the Instant Pot to manual mode for 30 minutes.
  7. After pressure cooking, let the pot sit for 20 minutes.
  8. Release steam, remove the lid, and take out the chicken.
  9. Stir the congee. If it's not thick enough, continue stirring and let sit for a few minutes. Add salt to taste.
  10. Separately, shred the chicken and add it back into the congee.
  11. Serve in a bowl, top with sliced green onion, sesame oil, soy sauce (if desired), egg (if using), chili crisp, or other preferred toppings.
